According to Robin, l.1 is probably the end of an inscription that must have begun on another support, because it has no connection with the rest of the text and it is separated from l.2 by a wider space than the other line-spacings. The text surely continued on a different support after l.4.

2Ṯbrn is attested as a name of group (Haram 2) and of building. Here it might be also a name of place or person.
4rmn could alternatively be a toponym.
