According to Jamme 1971, 29, this fragment was part of a same inscription together with CIH 597, RES 4157, RES 4158, RES 4159 and RES 4160 (see also Ryckmans, Jacques 1951 a: 226, note 8).
As the text is fragmentary we are not sure that we deal with a royal inscription.
